[SOLVED] Correct order of installation of OpenVPN and Modem IP passthrough

For the 5th or 6th time I am re-flashing the sysupgrade.bin, and installing the packages for OpenVPN.

Eventually all internet traffic is to be routed through the (TP-Link Archer C7 v2) wifi router. My 'net ISP is AT&T and their equipment cannot be set to bridged mode. Those customers using equipment after their modem use IP Passthrough. I know how to setup the IP Passthrough.

I'm having so many problems getting the OpenVPN to work, that I would like to configure all of the OpenVPN before setting the modem and LEDE router together. But I don't know if that is a smart idea or not. My question is: can the OpenVPN work be done and then the IP Passthrough or is that worse than vice-versa?

For clarity...why are you worried if you connect the router before or after you configure OpenVPN???

How can you test if it's not connected to the Internet?
