Poweroff and halt commands do reboot the device instead of halting

Hi,

I have Lede 17.01.4 on my TP-LINK TD-W8970 and I'm very happy with it.

However, I've discovered that both the commands:
/sbin/poweroff
and
/sbin/halt
both have the effect of rebooting the device instead of halting.
Anyone noticed this issue?

Sadly I'm sseing the same behaviour (reboot & poweroff both reboot the device). Always used poweroff before unplugging my OpenWrt/LEDE devices...not sure how to handle that now!?

(I'm running Master/Trunk Snapshot r6181-761d45e @ TP-Link Archer C2600 v1.1)

LEDE 17.01.4, Archer C7, halt and poweroff both stop the system at least to the point where the "star" light goes out and network is down. Hard to tell more than that as I don't have a serial console available.

Same with VGV7510KW22 (o2 6431) running SNAPSHOT r6025-3a2a54c055 - poweroff does reboot

Opened a ticket (FS#1400). It was commented that most embedded devices cannot be powered off because of CPU or watchdog.
